"To display a video image, both the notebook and the video device
must be turned on.

Switch the image between the notebook display and the video device
display by repeatedly pressing the fn+f4 hotkey. Pressing the fn+f4
hotkey switches the image among the notebook display, any connected
displays, and simultaneous display."

I think the most important issue is to find out if the SVHS output of
your device is activated or not.

You need to download the latest graphic driver from ATI, look for the
driver for  ATI Radeon Xpress 200M, download the program, install it
and when you change the settings of your display, click on the
advance, and there you will see a lot of more options than you had
before.

I had the same problem with my laptop and aftrer installing the SW
upgrade, it worked perfectly and I was able to do my presentation on a
multipl TV units.
