I would like a list of C IDEs that provide source code for the
standard C library, and let the users distribute binaries with that
source code modified.

Check out Dev-Cpp: http://www.bloodshed.net/devcpp.html

Dev-Cpp is a C/C++ IDE containing compiler and standard
libraries/templates for both C and C++. I don't really understand what
you want, but in linux you should be able to view the library source
codes without any IDEs.

Sounds like he wants the source code to some C libraries, wants to
modify them, and wants to distribute the modified binaries only
without source. I.e. No GPL.
Might try a BSD based product. Or might want to buy one that includes source.

Exactly, I wanted to buy one that includes source... but can't seem to find any.
