This is a job that is easy for a person with the right field of
experience.  We need to join a strip of weather seal material, (it is
highly preferable that it is a clear material such as silicon or
similar)to the edge of a glass sheet.  The join needs to be in the
form of a chemical weld, ie not glued but a permanent bond.  The
bonding application needs to suitable for large volume production

It's not clear to me, from your question, whether the strip
of weather seal material will preferably be a clear material
such as silicon, or whether the strip of weather seal material
will be of some other substance, like felt, and you need to 
seal it to the glass preferably with a clear material like
silicon.

If the latter is the case, a uniform layer of liquid silicon
would make a decent bond, depending on the substance from which
the strip of weather seal is made, and it should withstand
storage and installation, but it's not going to amount to a
chemical weld or permanent bond, in that liquid silicon can be
removed from glass fairly easily with a razor blade, and
sometimes you can pull off a string of it as an intact segment.

If you could paint a clearer picture of what you want to do,
and how the end product will be installed, it may be easier
to assist you...

Will there be movement or vibration?

Will there be exposure to sunlight? heat? ultraviolet?

If you are in production mode how long should the glue remain wet before curing?

Will the glue need to be pumped?

Ordinary window glass is assumed

It will not be suitable for long term production runs but I understand
that it is possible to generate molecular level bonding by placing the
objects inside a vacuum and bombarding them with a HV electric field. 
It creates free ions on the surface of both products, which when
brought into contact form an very strong bond.  This is usually done
between glass and metal however (It is almost like electo-deposition).
