I am a software vendor.  When do I need to support Windows Server 2003 R2?

Because Windows 2003 R2 is on the market, it is generally a good idea
to start supporting it. Thought R1 is more popular on the market,
there are many users of R2.

Give it some more time. If you have already sold licenses for R2,
provide support to only them. Mass R2 implementations do take time.
Prepare yourself better for it, so that you can take advantage of it.
You can also pursue you existing R1 customers to move to R2 so that
you do not have to incurr your costs on supporting them on R1 now and
R2 later.
