I'm looking for a Dilbert Comic strip from 4-5 years back featuring
Catbert the evil HR director.  Catbert calls an employee and says, "I
have a job paying $100k that requires no skills whatsoever".  The
employee says, "I might be interested in that," and Catbert retorts,
"You?  I'm not calling you to offer you a job.  I'm calling to brag
about my own job!"

I have found the strip you have in mind. There are two minor
differences from your description: The acting character is Dogbert,
not Catbert; and the strip was originally published on 23 June 1994,
12 years ago. But otherwise, it's like you described.
