I would like to find out the name, address and phone and/or e-mail of
the individual or organization owns the
copyright rights to a short story entitled "Housing Problem" by author
Henry Kuttner. Apparently first published in October, 1944 in a
magazine called "Charm", reprinted in other anthologies.

There is no answer at this time.

Have you tried contacting the rights department at any of the
publishers who've published the story in anthologies? Even if those
books aren't in print any longer, the publisher might still have some
helpful contact/rightsholder information on file. (For that matter,
*any* publisher who's published any Kuttner work might be able to
point you in a direction...)

I did some checking out of curiousity to what I could find. It appears
that copyrights on many of Kuttner's works (he wrote under a number of
different names, by the way) were renewed by his widow and writing
partner (C. L. Moore, noted in US Copyright renewal records as
Catherine Kuttner Reggie, since she remarried). Since she died in
1987, if her second husband is still alive, he may hold rights now.
However, that particular story does not appear by name in any of the
records I searched. To add to the previous comment, an organization
called WATCH (Writers, Artists and Their Copyright Holders) has a page
of suggested steps to take in finding copyright information at
http://tyler.hrc.utexas.edu/us.cfm#Q6
At the bottom of the page is a link to some online resources. It looks
to me like that last time that particular story was published may have
been in 1991, in a collection called Little People, edited by Jack
Dann, published by Ace Books, an imprint of the Penguin group of
publishers. Since that date falls after Catherine Reggie's death, Ace
may have the most recent information on the copyright on the story.
Here is the contact information for subsidiary rights on works handled
by Penguin:
