My computer is stuck in safe mode. It is a Dell and I am running XP
Pro. I have tried to do a System Restore but it always says 'system
restore incomplete'.

Please try this and let me know if it works:

Close all programs 
Click Start 
Click Run 
Type in  msconfig 
Click OK 
The System Configuration Utility will appear. Open the BOOT.INI tab
Uncheck the /SAFEBOOT option 
Click OK 
Click Restart
