I have registered with http://www.scotlandspeople.gov.uk/ , and
discovered that I would need to buy a minimum of 30 credits for £6.00
in order to access birth certificate records.  This is about 2/3 of
the money I would receive ($15.00 -- Google Answers gets the other
$5.00) for answering your question, so I am reluctant to pay for the
credits unless you could increase the price of the question.  (I know
that everyone only has a limited amount of money to spend, so I would
understand if you don't wish to raise the price.)

However, if you can clarify precisely what you need, I might take the
pay cut and try to answer the question.  I'm confused as to why you
want to see the record through Google cache.  I don't believe you can
do that; my understanding is that Google cache is only for publicly
available web pages, not for records that you have to register, search
for, and pay to see  ( as indicated by
://www.google.com/help/features.html#cached ).  Moreover, the
credits are only valid for 24 hours; I presume this means that after
24 hours, you can't view the birth certificate.  (You'd probably need
to print it out during the 24 hours, while it's still available.)

Could you clarify what you need me to do (and, if you feel able to,
could you increase the price of the question)?  I hope that I can
assist you.
