Hello jackwu-ga,
I've been searching for a few hours now and the scope is quite wide!
To assist in a more useful answer, can you clarify:
A. If you are looking for Full time or Part time courses
B. The focus and level of proficiency of the course?
1. second language type e.g. for personal, casual or travelling use?
2. professional courses for business communications / managment?
3. Degree level courses?
C. Are you specifically looking for a 'recognized language institute'
?
Or would a nationally recognised certificate be adequate e.g. BA
degree in Chinese from a university where the establishment's focus is
more diverse including engineering, sciences, arts etc as languages is
just a subset of it's offering, not it's main function.
D. With regards to Chinese are you looking for Cantonese which is
spoken generally in U.S. (Chinese communities originating from Hong
Kong), or Mandarin?
E. Are you looking to evaluate this market by benchmarking to current
courses, or are you wanting to enrol yourself? (If you are enrolling
yourself some courses have basic language requirements)
F. I can see three ways of interpreting your question:
1 'How to apply' as I have already interpreted it above, i.e.
'applying for a course' OR
2 'How to apply' as in: how to 'implement' or establish a United
States recognized Languages institute, and to issue certificates for
students completing the intended internet courses. - if it is this,
can you elaborate on the requirements? and
3. 'How to apply' as in what are the procedures for language
institutes, to enable them to issue certificates for internet courses.
- or none of the above!
Please feedback as much as you can, so the answer will be relevant to
your request.

Thanks, hopefully this clear what we want. Please help us.
We need to establish an institute or vocational school in any state
which is more easy (means as quickly as possible) to apply. It could
be state recognize or national/international reconniged. We are using
the Internet to offer the courses for Asia people in high school level
up in a none degree, but certificate level. Simply we want to use the
technology (online realtme audio and vedeo) to broascasting our
English courses for those people which wish to learn English more
proficiency. We will hire teachers sit on front of computer digital
camera to talk to Asia people. It like using TV program before instead
we are using the Internet but we want to do this in real time mode not
by recording. We are a well establish company for 27 years to offer
the English courses for all levels student's age group in Asia. We
will be using the BBC (British Broadcasting Corp.) materials for our
first courses materials. This courses are using high interesting 96
topics, it is the most important and completed products has been made
from BBC. More than 500,000 people already took the courses. If it
works well we might offer the same program in here for those people
from Asia want to learn English better. Or the Asia people's kids they
want to learn Chinese (Mandarin) by using the same technology. We are
looking for an agent or lawyer to help us to do this (get the
permission or licence etc.) Or find the exactly procedure to enable us
to issue an certificates to the students after they complete the
courses.

Are the materials that you are planning to use for your first course
material from the BBC's open university modules for English and
Mandarin?
I couldn't find the Mandarin modules but the English satisfy diploma
and degree requirements in the UK which may help for U.S. use, however
there is a distinction between UK English and U.S. English e.g.
colour, color, boot / bonnet, trunk / hood and other differences of
the 'Queen's English'. Are you intending to teach the Queen's or
American English in the States?
Also when you refer to: "We are looking for an agent or lawyer to help
us to do this (get the permission or licence etc.)" did you casually
mention that in the discussion (an element that you are now already
pursuing with your own resources) or is that a component of the
question?

Hi lot-ga,
We are not in any intention for anythings but certificate at this
point. However if you can provide some info on that we like to see
whether it fit into our program.
For the BBC materials has been verified by the ELS/ELT experts and
students. They are good for bilingual learner. We have both audiences
interesting in Queen's English as well as American English. As matter
of facts, we do have American English version. We like to broadcast
our program on both way as long as we can issue a certificate. So, if
you can provide the British diploma (certificate) that should be ok.
Chinese is only a supplement, please drop it if you don't have access
to it.
No, this is the first and only request I have been posted. I am
looking whoever (either by direct or by agent?) can help us.
