What is the significance of the "?" in the name of the president of
the Adriatic Institute for Public Policy (Croatia), Natasha
Srdo?-Samy, who's on the agenda to speak at the Reason in Amsterdam,
2006 Conference in August?

It is a typing error. The web site of the Adriatic Institute for
Public Policy spells it thus:

Natasha Srdoc-Samy, MBA, Co-Founder and President, Adriatic Institute 
http://www.adriaticinstitute.org/leadership.htm

The same spelling appears the same in several other page of the site.

The name in correct Croatian spelling has diacritacal marks.  A site
whose language can't handle these defaults to a question mark.
