I work for an univsersity and I'm looking for a software to replace
their current student budgeting tool. I'm looking for an ASP software
or open source software that will need little or no customization.

(I'm not looking for a large ERM system (SAP/Peoplesoft/Oracle), I'm
not even looking for a small ERM system (Salesforce.com)).

The software should allow a pool of funds to be created and then allow
users to request funds and guide them through an approval process. The
software should provide a detailed audit trail with the ability to
capture comments.

The software should be able to handle four levels of authorization
- administrator
- super user (who can establish funding pools as well as
grant/view/request all funding activities)
- manager (who can grant/view/requestr funding)
- requestor (who can request funds, etc)

A list of applications is preferred to a single software.
