These states require a safety gun lock:
- California
- Massachusetts
- Michigan
- New York (as you have already said)
- Pennsylvania
- Rhode Island
These states have partial constrains:
- Connecticut: "State law requires every handgun to be sold with a
child-safety lock to make it easier for gun owners to lock up their
weapons. The locks must be of sufficient quality so they cannot be
easily removed by unauthorized people. But there is NO similar
requirement for child-safety locks to be sold with rifle or shotguns.
Furthermore, the law does NOT require gun owners to actually use the
safety locks to secure their weapons - the law only says they must be

- Maryland: "State law requires every handgun to be sold with an
external child-safety locking device. But there is no such requirement
for safety locks on rifles or shotguns. By January 2003, all new
handguns must be equipped with an internal, integrated child-safety
lock that can not be removed or discarded. But the law does NOT
require gun owners to actually use the safety locks to secure their

- New Jersey: "State law requires every handgun to be sold with a
police-approved child-safety lock to make it easier for gun owners to
lock up their weapons. But the law does NOT require gun owners to

child-safety locks to be sold with rifles or shotguns. New Jersey law
also provides that within three years of the state Attorney General
determining that a "childproof" handgun is on sale in the state, all
handguns sold in New Jersey must be childproofed. Childproof handguns
have built-in, automatic locking systems that prevent unauthorized use

- Ohio: "Requires a licensed gun dealer to "offer" to sell a
child-safety lock that is appropriate for the firearm being purchased,
at the time a gun is sold. The law does not require the gun buyer to
actually purchase, or use, the child-safety lock. Child-safety locks
cost as little as $10 and could save lives if sold with firearms."
