I'm looking for a site that will enable me to totally personalize a
home page ie: to add/delete any and only links I desire including
addind/deleting applications I want(not 'my yahoo' or other major
companies).

Hi zorba139-ga,

What kind of "applications" are you looking for? Do you want
pre-provided "widgets" or do you need the ability to have JavaScript
on your web pages so that you can load your own "applications"? Or do
you need the ability to run CGI scripts?

Do you have (or will you be buying) your own domain name, or are you
happy with a website address that is on the hosting provider's domain
name? Do you need email?

It's easy to find places where you can put your own text and links
without any adverts or other intrusion by the hosting provider. Beyond
that, most things are possible - but if you want an account that
provides a large number of features then it might end up being
something that doesn't stay free for long. So please specify the
minimum features that are acceptable to you.

Hi eiffel,
I'm looking for a free site that I can make as my home page (like 'my
yahoo' or Google for example) and where I can add any urls I want (and
delete/change later if I wish)and also drag and drop to my new home
page applications such as "word", "mirc", games, etc. and run them
DIRECTLY  from this home page.
This home page will as if be empty to start with and I can add/delete as I wish.

If you have a Mac, it is a built-in function. You can either host your
own site or use a .mac account

I think www.freewebs.com does exactly what you seek :) 
I host on there, its the most easiest homepage-hosting ever!

freewebs.com lets you do that  and is free

May be you can clarify your question's ambiguity.
