Am transiting from POP3 to IMAP and having difficulty doing something
that it seemly very simple.  Can't figure it out.

How do you make a new folder on the mail server using Outlook Express
(v. 6.0 on WinXP) on the server.  It seems like it should be (from OE
main menu): File, Folder, New.

As described at:

However, when I get to the "Create Folder" box, the "OK" button is
greyed out, and doesn't allow me to enter my new folder.  This works
fine when creating "Local Folders," but doesn't work at all when
trying to create folders on the server.  I've probably got some
setting messed up, but don't know what.  Please provide answer.

I should clarify the question by saying I am trying to create
sub-folders of my Inbox and am having this difficulty.

Additional info.

Have tried unsuccessfully to do this with Netscape, as well.

I am using an e-mail program called EXIM.

Does this sound like e-mail permission settings on the server?

Certain IMAP servers do not allow you to create folders at the same level as INBOX.
You can create a folder named x only as a subfolder of INBOX
