I live and work in the United Kingdom. I am planning to have
established in Nigeria an auction website. The primary area of
operation of the website shall be Nigeria. Could you tell me what
specific steps I need to take or anything I need to do to have such a
site floated and operating in Nigeria.

It is just the domain name that is Nigerian
- and that can be registered elsewhere

Your ISP could be anywhere
