-The Bush budget disproportionately eliminates K-12 education programs.- 
"President Bush eliminates 42 programs totaling $3.5 billion from the
Department of Education. The 42 programs are a disproportionate share
of the 154 proposed program eliminations in the entire federal budget.
Yet, funding for education only represents 2.5 percent of the federal
budget."
