What are the legal requirements in order to be able to SCUBA dive in Australia?
Are there Legislative requirements or Regulations that state that you
must have certain qualifications to dive or re-charge tanks etc?

Hi, 

According to the WikiTravel site (
http://wikitravel.org/en/Scuba_diving_in_Australia ) you must be
certified ; PADI, or SSI being the most common. To take a course that
will certify you, you are also required to take a medical exam to
comply with Australian Standard 4005.1-2000 . The full publication of

Many people get their scuba diving licence/certification in S.E.Asia
before arriving in Australia. It is ofter cheaper this way and can
break up the long travel to get to OZ.
The most popular dive traing destination is the island of Koh Tao in
thailand 1.5 hours from Koh Samui see here for more info:

Rather than go backand forth each day just to go diving many people
book a couple of days from Samui to stay on Koh Tao and spend more
