It is my contention that all schools, including "stand alone"
preschools, should be a permitted use in a residential zone - at least
under certain conditions (larger setbacks, minimum lot size for
certain student populations, etc...). My reasoning is that the
neighborhood aspect of schools lends itself to fitting in and even
enhancing a residential neighborhood - even small schools and even
preschools.

What I need is information that backs up AND DISPUTES that view so
that I can form a final opinion to submit to my local city council.
The city in question is located in Utah. So...

What is the current thinking on the part of city planners regarding
the placement of schools (including preschools) in residential areas -
specifically on residentially zoned property? Citing information from
a recognized authority on city planning would be great.

Are schools and preschools commonly a permitted use in residential
neighborhoods today? Be specific to Utah if you can.

I am interested in this question regarding all schools (pre-K through
12th grade), but with limited time please focus on preschools. Also,
please consider private schools versus public schools as you look at
this question.
