I am looking for a sort of marketplace, is a website that has many
potfolios for illustators, cartoonist and others, I dont remember much
of it but this:
It had many diferent artists, it was based in California, it had one
particular artist that had a murmaid in his portfolio for children's
books illustration, which is what I am looking for, the artist.
I came across it searching for cartoonist and or illustrators, that
same day I found planetcartoonist.com, 21porfolios.com and some
illustrators on elance.
If u find a thing like this california based, with a murmaid in one of
the portfolios, I will considered it a valid answer, and ask for a new
search.

I don't know if they're based in California and I don't know if your
illustrator can be found there, but I highly recommend this website as
a good place to look:

The iSpot has zillions of illustrators/artists/cartoonists and their
portfolios.  Some of the most famous names in illustration are here,
as well as other terrific professionals.

You can search by keyword, so type in "mermaid" and see what pops up. 
But I strongly advise against giving up if "mermaid" doesn't show up,
though, as the keywords aren't all that carefully cross-indexed and
are incomplete for many topics.

Instead, I'd search by categories of artists and styles.  And I'd also
follow the links to some of their agents, who then have entire
separate websites with even more work samples.

There's probably also an icon there to send an e-mail to iSpot and you
could pose your
question about the mermaid illustrator that way, too.
