I have in mind an idea for a new model for graphically presenting and
manipulating numerical data, with a broad range of transactional
applications over the web.  But I'm not technical. :-(  I would like
to know the best place to put out an RFP to get a number of high
quality bids from qualified web applications designers.  I already
know www.guru.com - it's OK but I have to be certain that the person I
give it to will absolutely deliver, because I really only want to
discuss it with one person/company under a non-disclosure agreement. 
Alternatively, if anyone can give the 20 hottest web applications
developer names in the $5,000 to $20,000 project range, that would be
just as good.
