Greetings,
It would appear to depend on the offense and the state. Certain
offenses seem to automatically disqualify in some states(usually
violent crimes, crimes against children, drug crimes); other offenses
seem to require that the individual go through extra steps to request
certification.
Examples, based on a Google search using these terms together: teacher
certification felony -
Michigan:
http://graduateprograms.umflint.edu/PDFs/Misdemeanor%20Felony%20Conviction%20Form.pdf
Illinois:
http://www.teachercertification.niu.edu/tcp_cbc.htm
Missouri:
http://dese.mo.gov/divteachqual/teachcert/disciplinefaq.html

Try those terms in Google, adding a state you are interested in living
in. For example: teacher certification felony Arizona

Also, check out this site:
http://www.teacherscount.org/wannateach/how/requirements.shtml
which leads to this site, which tries to give current information about all states:
http://www.uky.edu/Education/TEP/usacert.html

Colleges and universities with teacher training programs should be
able to provide you with information such as the Michigan and Illinois
sites above.

Good luck!
