Are there composters available to purchase which decompose meat
scraps.  My Irish friend bought one.  He is no longer available to
ask.

Are you sure it was composting? All the composting sites I?ve looked
at recommend that meat is not composted (smell, rats, too long to rot,
BSE, etc.) Could it have been a Food Digester?  These sit in the
garden and breakdown household organic waste, including meat. The
broken down waste is absorbed into the soil and only has to be emptied
every two years or so. If this is what you mean, which country are you
located in?
