I try to figure out how to get my money back from a scammer.

I placed an order with this guy for 600$ through paypal, but never
received deliver, either his response.

I paid with my paypal account, not with credit card thru paypal, so I
can not file chargeback against him.

His email:
"bryan loneheart" <kingpin2541@yahoo.com>
"jamal price" <ipodchannel27@yahoo.com> <---- his paypal ID, only
couple of month old.

Transaction detail:

Date: Mar. 28, 2006

Status: Reversed  

After 20 days silence, I filed Paypal claim against him, still, he ignored me.
By default, this claim was concluded in my favor. But his account only
has 7$, this was the amount paypal can recover for me.

See claim close notice:

"We have completed our investigation of this case. We attempted to
process a refund from the seller's account to your account.
Unfortunately, the seller's account does not contain the funds
necessary to cover this refund. We were able to recover $7.30 USD. We
have taken action against the seller and are working to recover the
remainder of your refund. We will contact you when we have more
information. No further action is required of you at this time."

Without knowing his identity, I dont know how to get my money back. I
dont know if my local police department take this claim. How long is
going to take to get refund?

But anyway, I filed fraud complaint to http://complaint.ic3.gov.

Does anyone know how to get my 593$ back from this guy with less hassel?
