i've heard abput a technique of aking concrete with some kind of fiber
that makes it knid of transparent and provides the option to implant a
light bukb inside the concrete and use it as a lamp.
i would like to know where and how i can have more information about
the process, the formula of mixing and the specific fiber that is put
inside the concrete.

The formula you require is currently under development by just one
company.  If you like I could give you the details of the company and
some basic information regarding their "transparent" concrete, but the
actual formula seems not to be available.
