I am looking for wholesale Apple iPod Shuffles. I've seen some
unbranded ones, these must be branded. If the site is a wholesaler,
there must be no application fee and no upfront cost. The iPod
Shuffles must cost at the highest $60, but preferably $55 or below. I
am willing to buy a start up order of 300 iPods. Please supply me with
three different sites offering this.

You won't have much luck with this - Apple is very proprietary and
their product supply chain usually doesn't include many private
wholesalers.

If you find anyone claiming they can dropship hundreds of ipods for
hundreds of dollars of lits price, this is usually a scam
