Complete list of countries/cities and address verification data for the world

In summary, we need data to be used in a computer system for the following purpose:
* Customer Details (e.g. address verification during registration etc)
* Item Locations (e.g. I am selling something from "blah")
* Linking people/items to google maps and/or yahoo maps 

Here is a list of the criteria that MUST be met for a complete
dataset. Note: if a few pieces of data (data sources) can be put
together neatly to complete it, then that could work (as long as there
is a way to link the data sources).
* Must have granuarity of at LEAST suburb and PREFERABLY Post Code 
* Must at LEAST conform to international mailing standards in terms of
hierachical structure (prefereably by a lower level, e.g. Bexley not
just a part of Sydney, but part of Rockdale Municipality and/or
St.George Region and/or South Sydney etc)
* Must be mappable by IP address 
* Must be maintained regularly (per quarterly) and have ongoing
support (e.g. need a way to migrate/update our database etc)
* Must have geographical data (longitude/latitude) 
* Must be accurate and from a recognised source 
* Must have high completeness for USA/AUS/UK/Canada, other countries
are not as important.
* Must have all countries of the world (192) 
* Must be compatible with Google Maps and Yahoo Maps (maybe this is
covered by longitude/latitude).
* Must be in a format that we can insert into the database. (eg, CSV,
Excel, Db dump, XML)
* Optional: Provides variations of the spelling (e.g. NSW, N.S.W, New South Wales) 
* Optional: Handles unique identifiers and duplicates (e.g. the name
"Sydney" can not be the unique identifier because it is in Australia
and other countries)

What we already know, but it is not a complete solution for us:
* USGS (http://geonames.usgs.gov/domestic/download_data.htm) for USA
and GNS (http://earth-info.nga.mil/gns/html/index.html) for all other
countries.
* Companies such as multimap.com and QAS.com offer solutions but they
lack the rawness of data that we need to fully make use of the data in
our application and they don?t seem to include IP location features.
* GeoIP from Maxmind @ http://www.maxmind.com/ helps with IP addresses
but not other things
* Microsoft MapPoint
* A previous Google answers question
(http://answers.google.com/answers/threadview?id=714539), however the
accepted answer (Getty) did not contain certain suburbs within
Australia such as Yarrawarrah and Mooloolaba. Therefore I am sure it
misses a lot of other locations.

Greetings, just a free comment.
 I expect that your question was locked after you first posted it
because the magic word "google" was used, i.e., not because a
Researcher was trying to work on it.
There may be a "one-shot" site that does all you want, but finding it
and then checking that it is as detailed as you request looks like
much more than a $13 project, especially since it not just a task of
finding where the information is but also of checking the
compatibility with one of those map sites and that the information can
be accessed the way you want.  After a lot of work, this could still
prove disappointing.
If I may, I suggest that you increase the price considerably, and hope
that this attracts a Researcher who may be able to help you, or at
least share some thoughts about the project.

Could you please recommend a suitable price?

Hey Myoarin,

I've noticed that, too, that some of my questions are instantly
locked. Is it solely because, as you put it, "the magic word google
was used"? If so, why would this be? Seems a bit of an odd policy to
me.

@ Richard,
Yes, the appearance of "google" in a question, itself, causes it to be
automatically locked, presumably until someone reads it and then
releases the lock.  Seems to take longer over the weekend.  I guess
they want to know what people may be saying about them.
Hence you will find that experienced users write g**gle or somesuch to avoid this.
"Google" in comments and clarifications this does not cause a lock on the question.
