Whenever I use the Font tool in Adobe Photoshop Elements 2.0, the text
is in UPPERCASE.  I can type:

Test test TEST

and it appears:

TEST TEST TEST

If I select it, copy, then paste into notepad, it appears:

Test test TEST

Notes:
It does not matter what font I use
My caps lock is not on
I've already reset all tools
I've already re-installed Elements from my CD
Answer

And you're sure that the " all caps" button under characters isn't selected?

Where can I find that in Elements 2.0?  I've heard that answer from a
few people I asked, but nobody knows where it is in Elements 2.0.

As a side note, I stated earlier that I reset all my tools.  This
morning, while having the Text tool activated, I reset that tool
specifically and it's fine now.  However, I'd still like to know where
this setting is.
