Didn't the F.B.I. confiscate material from the congressional office of
House Member Charles C. Diggs in 1978 when Diggs was arrested for mail
fraud and kickbacks?

I don't remember clearly; was he found to be using huge quantities of
Congressional-issued postage stamps for his own private mail?
