I'd say it's a scam.

The website claims that this company is located in Panama. But the
domain was (allegedly) registered by an individual from Mohéli Moili
in the Congo. That may even be true since the Congo is a good place to
be safe from prosecution.

They demand 50% payment in advance. I guess that once the transfer has
been completed, the scammed customer will never again hear from that
company.

Extremely shady. Besides, reputable countries do not sell their
citizenship like ordinary merchandise.
