I'd like to find a Technical Editor I can hire to work on improving a

I think elance will probably work for you, but as I haven't used them
for writing projects, I'm posting this as a clarification rather than
an answer.

Take a look here:

and select the writing project that best fits your needs (e.g.
technical writing, case study, etc).

After clicking on it, elance will take you to a page explaining their
process, and giving you an option to "Post your project".

It will then be looked at, and bid on, by a cadre of online
freeleancers with the requisite skills that you need.
