The new CFL lamps a use high frequency switched mode power supply in the base and the induced voltage is enough to charge the capacitor until it has enough voltage to start the invertor. The invertor runs for a fraction of a second which is enough to cause the tube (which in this mode has no filament heaters) to discharge momentarily. It takes a period of time to allow the charge to build up for the cycle to repeat. ... If you undo the lamp holder and temporarily connect a normal filament light bulb across the holder for the fluorescent the filament bulb will act as a drain and the flashing should stop. |

I would add: Some low energy lamps have an internal drain resistor to stop this phenomenon. It is also possible to fit a drain restistor externally but I'm not a qualified electrical engineer so won't make possibly irresponsible suggestions. |
