What is the easiest or most effective way to significantly improve the
ranking of a medical school by US News and World Report?

I need a practical answer that is deeper than statements commonly made
in magazine and newspaper articles.  What are the factors that are
most consistently weighed AND that can feasibly be altered in a few
years?
