Why has the government stepped up efforts to regulate record keeping
in financial and medical industries?
With many medical organizations already strapped for cash, especially
hospitals, is it fair for the government to force them to comply with
expensive new regulations? Who should bear the financial burden of
secure and private record keeping?

Part of the reason is that alot of people die each year because the
information is not available to Drs ina timely manner .(or the
information is difficult to read).
