My team develops www.windermere.com, a public web site with thousands
of unique hits per day. Some of the links on our site display
information in a secondary browser window. It's information on our
site and it's requested by the user. Yet Norton Internet Security
blocks it.
Telling people to make the site a trusted site is not acceptable,
considering the steps involved and the non-technical nature of many of
our site visitors. What we want is to identify WHY NIS is blocking our
stuff and how to fix the problem.

You could try contacting Norton Internet Securtiy (Symantec) Technical Support.
In Australia the phone number is 1300 368 089.
There may be a charge for technical support.
