I hear radio ads all the time for the 3 Step Plan home based business,
but cannot find anything on the Internet about this plan, whether or
not it's legitimate, or what exactly a "turn-key" business is. I'd
really like to know if it is legit and what a "turn-key" business is.

The 3 step plan seems to be a multi-level-marketing scheme. I suggest
that you investigate how MLM works and decide for yourself whether
it's something you would want to be involved with.

Keep in mind that the people who make the most money from multi-level
marketing schemes are those who become affiliated at the early,
formative stages, the people at the apex of the pyramid. By the time
anything is being advertised on the radio, you can generally assume
that the base of the MLM's pyramid has become very large. I'm sure
there are folks who have done very well in MLMs. I don't know any of
those folks, though. I do know dozens of people who worked very hard
in MLM businesses and earned very little (or who ended up in the
hole).

Thanks for the comments. I've decided not to pursue after looking at
the link provided. I've been involved in MLM's before and they are
just not worth it.
