if a business uses contractors can they write everything off? If not
how much percentage wise.

It depends what you mean by "write everything off".  What are you
specifically wanting to find out?

If a business hires contractors to perform projects on it's behalf for
legitimate business goals, then the amounts paid to the contractors
are actual business expenses.
