I am looking to know when the projected timeframe for 3G technology to
be widely available so that mobile users can get high-speed internet
through mobile devices.

According to PC World, it's here now.

"...fast, so-called third-generation (3G) wireless data
services--paced by Verizon Wireless's EvDO BroadbandAccess
service--have moved out of the testing phase and into the
mainstream..."
