What company ranks the download times for major websites?

I'm not sure exactly what you mean by your question.  But I do know
that Alexa is one of the main sites that people turn to find out the
'speed' of a website:


http://www.alexa.com


Entering a website address will get you information about the site,
including its speed.  For instance, here's the listing for Google.com:


http://www.alexa.com/data/details/main?q=google.com&url=google.com


A bit above the middle of the page, it gives the speed stats:


Speed:  Fast (79% of sites are slower), Avg Load Time: 1.0 Seconds
