HI, I finally remembered to ask an architect here in Germany about who keeps track of underground utilities. He was a professor of architecture and also employed by the German Post back when it was still Post & Telephone. He said that in Germany the "Tiefbauamt" in cities is responsible for this. I could not find Munich's or another German city's website that explain its Tiefbauamt's responsibilities in detail, but this one from Bern, Switzerland does: http://www.bern.ch/stadtverwaltung/tvs/tba |
