After doing basic research, I need to know one important thing: Do you
have a university degree in geodesy; or do you have a formal education
as survey technician that might be recognized in Germany?

Here's some more information. I do not have a degree in geodesy. I do
have company training and on the job training since starting locating
in January 1990. The locating industry was at that time in its
infancy, and we at SM+P Utility Resources Inc. have been a leader in
the industry, generally regarded as the top company doing underground
utility line locating in the US. I and my senior team members can
locate accurately just about any facillity. We are some of the best in
the world, no lie. We don't have formal degrees, but anyone who knows
anything about underground utility line locating knows that it's the
experience and knowledge of underground plant that counts.

HI,
I finally remembered to ask an architect here in Germany about who
keeps track of underground utilities. He was a professor of
architecture and also employed by the German Post back when it was
still Post & Telephone.
He said that in Germany the "Tiefbauamt" in cities is responsible for this.

I could not find Munich's or another German city's website that
explain its Tiefbauamt's responsibilities in detail, but this one from
Bern, Switzerland does:
