I am moving to New York from Virginia around the end of this month to
start a new job. I am very concerned about points on my VA license
getting carried over to NY license (which I'll need to obtain once I
get there).

I got a speeding ticket(NOT a reckless driving citation) about 10 days
ago, going 94 mph in 65 mph zone in Ohio. It takes about 3 weeks for
Virginia DMV to get that citation information from Ohio authorities.
So 6 points will be posted to my VA license in 3-4 weeks(The
deadline to pay fine to Ohio court is June 12).

SOME BACKGROUND INFORMATION: I already have 4 points on my VA license
because of a speeding ticket in VA in January this year (15 miles
above posted limit) which I pleaded guilty to and paid fine. Now these
are the questions, I have:

(a) If I get NY license immediately after getting there, would points
on my VA license be carried over to my new NY license?

(b) If yes, Will it be 4 points or 10 points? If Virginia records my
latest traffic ticket as reckless driving, will it affect my new NY
license?

(c) If yes then, does it make sense for me to take voluntary
driver improvement class (to offset demerit points) in Virginia?

(d) If I get NY license before these 6 points get posted to my VA
license and then give my new license number to my insurance company
immediately, Can they still find out about this latest speeding
ticket?

Yes, 10, Yes, No (you might go to one that they don't 'recognize',
wait till you are offered classes), Yes.
