I have a mailing list of about 60,000 users, I would like to send
everyone the same message.  What software should I use to do that, and
how can I avoid being banned from ISP's? (I heard that some web
servers cannot send more than 1,000 e-mails a day).  How does MySpace
do it?

First of all you need to download two useful programs named as 

1-1st mail bomber form url :
www.freedownloadscenter.com/Email_Tools/
Mail_Notification_Tools/1st_Mail_Bomber.html

2-1st smtp server from url :
www.emailarms.com/products/1st_smtp.html

and know telling you what you should do: 
first install mail bomber program after that install local smtp server
(this will help prevent to be banned by the isp or any web services
cuz mails going directly from your computer using this local smtp
server). ok. now open
the mail bomber program and set your smtp server as "locolhost" then
you can create, edit and customize your message using mail bomber
environment, set all required settings like addresses & etc. it will
be easy usin' it's help. then import email addresses you have into
mail bomber AND ready to go! you can even create mailing lists for
future uses. SO press send button and that's all. SMTP local Mail
server will count number of mails you sent.
that should work cuz i've tried it more than 50 times :)
