I need some software that will allow me to provide support to pre-paid
customers. The idea is that they (the customers) purchase 'credits'
online (preferrably via paypal). They then are given access to create
a trouble ticket that staff can look at (via a web interface), respond
to in various ways, change the status, and deduct a number of credits
for the amount of time used.

I've done a minor amount of research on this, but the huge amount of
various CRM software is daunting. I'm hoping that someone with better
google-fu that I can give a list of several products that can do
somethign similar. Using Open Source software is a reasonably high
requirement as this is to be used for a paid-support website for open
source software. I'd prefer the 'payment' system to be done
automatically, using the PayPal API.

The reason I ask here is that I feel reasonably confident that this
software must exist. Lots of places do support, and take payment via
paypal. There must be some way of tracking the amount of time a
customer has used, and being able to charge them for it.

you may want to look into DWpaypal from DUWare.com where you can
create your own item tickets for payment, through a small crm site.
