Is there a internet domain registration web service (i.e. SOAP ) that
allows programatic registration of domain names ?

Just to clarify, I would be writing a .Net applicaiton that would
automatically register the supplied domain name.

The Domain Name Registrar "BulkRegister" offers an API by means of
which members can programatically register domain names. The API is
available in three varieties, one of which is described as the
"BulkRegister Software Development Kit for .NET - Ideal for Windows
Programmers":
