I am interested in finding ways to improve on PayPal's withdrawal
options in Argentina. According to this PayPal page:
https://www.paypal.com/cgi-bin/webscr?cmd=_display-withdrawal-fees-outside

The follow restrictions applying when withdrawing money from PayPal in Argentina:

The money can only be withdrawn by having PayPal send a check
The check can take up to 6 business days before it is sent
The check costs $15
The minimum amount that can be withdrawn is $150

Is there a method that will allow Argentinean citizens to get their
money out of PayPal without some or all of these restrictions?

If they have to sign up for a new bank account or other service then
that is fine as long as Argentinean citizens are easily able to sign
up for that service.

Yes, there is one.

Sign up at https://www.xoom.com/ and follow the easy steps right
there. In order to receive money, you will have to visit a Latin
Express place (there are now almost everywhere), and there you'll be
prompted to give your ID, they will ask you one or two questions...
and you get the money. I have tried the service and it took only 48
hours, and its sort of cheap.

A quote from Xoom.com

"You can send money to Argentina from all countries where major credit
cards and PayPal are available; U.S. citizens may also send via
electronic debit (eCheck). The maximum sending limit we allow is US
$1000 dollars. You will need to specify the payment method on our
website.

Through our partner Latin Express, Xoom offers deposits in Argentinean
pesos to bank accounts in Argentina, as well as pick-up in either US
Dollars or Argentinean pesos. Latin Express is a financial services
firm headquartered in Argentina offering safe, fast, accessible money
transfer services throughout the world.

For pickups, once your money is in the hands of our payout partners in
Argentina, your recipient will receive a phone call from our partners
with instructions and a pick up code for this money transfer.

To send money through Xoom simply follow the steps for entering your
complete information, your recipients full name and valid address and
setup your financial information on Xoom.com.

You will receive an email from Xoom notifying you when your recipient
has received the money you sent and your money transfer is complete.

Please let us know if you have any more questions, or check under the
FAQ/help section of our website at http://www.xoom.com/support for
answers to our most common questions."
