I live in canada and I own a car which is a 1991 and it does not have
an airbag. Its legal in Canada, but I know it isnt legal in NY. Is it
legal in NJ?

Although this is just a general outline of NJ motor vehicle inspection
requirements, I wasn't able to find any indication that air bags are a
requirement in order to pass the inspection.

Within the last several years they have enacted legislation
(federally, I believe) that requires manufacturers to include air bags
in their newly produced cars, however, It is to my understanding that
cars produced before these restrictions were imposed are exempt.  Also
(sidenote), automobiles that are 25 years or older (classified as
historic) are completely exempt from inspection requirements.
