I am just wondering does recreating characters from existing games or
CG movies, or commission someone or company to do it for personal or
private use consider legal?

Write a letter to the artist/publisher, tell them what you want to do,
and ask to make a Copy? Flatter them a bit.

If you intend to use these 3D model for commercial use, you will have
to license these characters from their owners.
