You've got a Popup Blocker working for you somewhere.

Which Browser are you using?

And have you any other Security in place?

if you are using microsoft explorer go to:
TOOLS (taskbar)
down to POP-UP BLOCKER
then TURN OFF POP-UP BLOCKER

when you are finished you may want to turn it back on
this will only work if you have no other pop-up blocking software.

Which browser are you using? The browser has pop-up window blocking
turned on. How it's turned off depends on the browser.
