Their online sales site is for sales in France only, but they ask to
be contacted for other country sales. Their site is in french, but
they do have an email address and a phone number, (and a high
proportion of french speak english)

This Italian site - in Italian and English (
http://www.trearchi.com/site/index.html ) ships all over the world,
and sell the elixir, but 6 bottles is the minimum order. They have an
online order form at ( http://www.trearchi.com/site/ordine_en.php3 )
but if you only want one bottle it's probably best to e-mail them at
trearchi@trearchi.com

Of course, you could always contact the monastry directly at
chartreuse@chartreuse.fr and ask them where you might be able to
purchase it.
You may find that they will refuse to ship to the USA due to the
regulations you mentioned in your letter, but, as you say, Absinthe
makes it through, and the elixir should be no different.
