I need to translate my web site into French, Spanish, Russian, and Hebrew.
I also need the facility to translate web sites in the above languages
into English.  Hopefully on a near instantaneous time frame

By "near instantaneous" I presume you mean machine translation.
Machine translation, although it may be useful for providing a summary
or gist of the source document, is rarely an acceptable substitute for
human translation.

Do you require websites or software that provide machine translation
of these languages, or do you require a translator or translation
agency that offers fast turn-round (for which you will pay a sizeable
premium, maybe 10-20 cents US per word).
