Twenty five percent of trucks travelling in the California State Highway System in 2004 had out of state license plates. 25% are registered out-of-state "About 180,000 heavy trucks operate in California each day, CARB estimates, of which about 25% are registered out-of-state." Excerpt: ?According to ARB estimates, about 180,000 big-rig trucks operate on California roads each day emitting about 53 tons per day (tpd) of smog-forming nitrogen oxides (NOx) and 0.73 tpd of particulate matter (PM). About one quarter of those trucks are registered outside of California with 90 percent of those vehicles equipped with sleeper cabs.?
